Normally an arrangement of this kind would be sponsored by the Colonial Government, but in view of the situation of Hong Kong at the present time, this is clearly impossible. The proposal which we hope you will agree to, however, need only be regarded as a temporary expedient pending the restitution of more normal conditions.
